Protecting America Against Permanent Continental Shutdown From Electromagnetic Pulse: A National Conference

Two Congressional Commissions have recently warned that, while America could suffer catastrophic consequences from a nuclear EMP attack by terrorists or rogue states, the U.S. could be protected. 

In July 2008 the EMP Commission delivered to Congress a report outlining a cost effective plan for protecting critical infrastructures from a wide spectrum of threats, including EMP, cyber-attack, sabotage, and natural disasters. 

In May 2009 the Congressional Commission on the Strategic Posture of the United States reaffirmed this EMP threat, and urged implementation of the EMP Commission’s recommendations.  The Strategic Posture Commission also criticized the Department of Homeland Security for failing to act to safeguard critical infrastructures from EMP.  

Early this year, the National Academy of Sciences released a blue ribbon study concurring with the EMP Commission’s warning that an event very similar to an EMP attack is expected about once per century from natural causes, due to periodic massive solar storms.  According to the National Academy of Sciences, such a storm is inevitable, and could occur as early as the next cyclic peak of solar flare activity in 2012.

The following is from the Abstract of the Report of the Commission to Assess the Threat to the United States from EMP Attack, U.S. Congress, 2004:

“Several potential adversaries have or can acquire the capability to attack the United States with a high-altitude nuclear weapon-generated electromagnetic pulse (EMP). A determined adversary can achieve an EMP attack capability without having a high level of sophistication.

EMP is one of a small number of threats that can hold our society at risk of catastrophic consequences. EMP will cover the wide geographic region within line of sight to the nuclear weapon. It has the capability to produce significant damage to critical infrastructures and thus to the very fabric of US society, as well as to the ability of the United States and Western nations to project influence and military power.

The common element that can produce such an impact from EMP is primarily electronics, so pervasive in all aspects of our society and military, coupled through critical infrastructures. Our vulnerability is increasing daily as our use of and dependence on electronics continues to grow. The impact of EMP is asymmetric in relation to potential protagonists who are not as dependent on modern electronics.

The current vulnerability of our critical infrastructures can both invite and reward attack if not corrected. Correction is feasible and well within the Nation's means and resources to accomplish.”

Roscoe G. Bartlett, Congressman (Maryland)
A co-founder of the EMP Commission, Dr. Roscoe G. Bartlett is serving his ninth term in Congress. He has been a research scientist and inventor and is a member of the advisory board of EMPACT.  Congressman Bartlett is also a member of the Armed Services Committee and Science and Technology Committee.

Mr. Fred S. Celec, EMP Commission, OSD Nuclear,
Bio and Chemical Defense

Fred S. Celec has been the Assistant to the Secretary of Defense for Nuclear and Chemical and Biological Defense Programs since July of 2008. Prior to his appointment, Mr. Celec was part of the Institute for Defense Analyses (IDA) working for the congressionally mandated Electromagnetic Pulse Commission.

Mr. Bronius Cikotas
For almost two decades, Bronius Cikotas was responsible for the Air Force EMP ground based and missile test assessment and hardening programs. He briefed Congress on the EMP threat and survivability issues, testified before the House Terrorism Panel on the electromagnetic threat to infrastructures, and was a consultant to the U.S. EMP Commission.

Dr. William R. Forstchen, Bestselling Author and Professor
William R. Forstchen is a Professor of History at Montreal College and author of more than forty books, including One Second After, which is based on intensive research and interviews about what might happen to the social order in a typical American town in the wake of an EMP attack on the United States.

Dr. Fred Iklé
Dr. Fred Iklé is a distinguished scholar at CSIS, currently engaged in studies about the impact of technology on national security and the prospects for democracy. His many publications include Annihilation From Within, Every War Must End, and How Nations Negotiate. He has published many articles in Foreign Affairs, Fortune, and The National Interest.

Mr. John G. Kappenman
Mr. John G. Kappenman has been an active researcher on geomagnetic storms, EMP, and their disruptive effects on electric power systems. He was one of the principle investigators for the EMP Commission in this area and was a principal investigator examining the Vulnerability of the Electric Power Grid for Severe Geomagnetic Storms for FEMA under Executive Order 13407.  He was also one of the Principal Contributors to the 2008 US National Academy of Sciences Report on “Severe Space Weather Events—Understanding Societal and Economic Impacts”.


Vice Admiral (ret.) Robert R. Monroe,
Defense Nuclear Agency

From 1977-1980 Vice Admiral Monroe was Director of the Defense Nuclear Agency, responsible for many of the U.S. Department of Defense’s nuclear weapons activities. He managed the research into nuclear weapons effects and determining the vulnerabilities of U.S. systems. He played a major role in the DOD’s response to President Carter’s proposed Comprehensive Test Ban Treaty.

Dr. Gordon K. Soper, OSD Nuclear, Bio
and Chemical Defense
Dr. Soper was Principal Deputy to the Assistant to the Secretary of Defense for Nuclear, Chemical and Biological Defense Programs (ATSD(NCB)). Prior to that appointment, he was the Director of the Office of Strategic and Theater Nuclear Forces Command, Control and Communications of the Office of the Assistant Secretary of Defense.

Mr. Avi Schnurr, President of EMPACT America, Inc.

Mr. Schnurr has worked for more than twenty five years in addressing missile threats from both technology and policy perspectives. He has reviewed U.S. defense policy for the Department of Defense, the White House Homeland Security Council, Congress, and the National Academy of Sciences.

Mr. David J. Trachtenberg, President and CEO of Shortwave Consulting, LLC, a national security consulting firm.
From 2001-2003, Mr. Trachtenberg was Principal Deputy Assistant Secretary of Defense for International Security Policy. His office initiated successful efforts to restructure NATO, develop the Proliferation Security Initiative, and foster closer relationships with Russia and the former Soviet states.
